Designed for college faculty and administrators who aspire to lead effectively and advance in administrative careers, the unique Doctor of Management in Community College Policy and Administration from University of Maryland University College offers exceptional scholarship, intimate cohorts, online courses, short residencies, distinguished faculty, and dissertation support in a program that can be completed within three years. Plus, you'll gain knowledge you can apply right away to your current professional environment.
You'll work together in the same group of about 15–20 students throughout the entire program and build a virtual community, while benefiting from leadership assessments and executive coaching, developed and led by current and former community college presidents and senior executives.
With a highly respected credential, sophisticated knowledge, and an accomplished dissertation, you'll emerge from the program with the tools to transform student achievement and successfully guide community colleges into the essential role they will play in the future of education.
We've developed the community college policy and administration curriculum in conjunction with community college presidents and senior executives to help you pursue the highest level of management knowledge. Your courses and residencies will focus on building your leadership competencies, policy expertise, and the skills you need to support dissertation research.
Through your coursework, you will learn how to
- Apply seminal leadership and management theories to solve contemporary problems facing community colleges
- Lead community college change by applying effective change management theories and by understanding the college's culture, structure, and governance systems
- Apply quantitative and qualitative research methods to address and resolve key issues at community colleges
Categorize, analyze, distribute, and sustain a community college's human, technological, facilities, and fiscal resources
Evaluate, demonstrate and communicate the effectiveness of a community college's programs and services in meeting its mission and goals.
- Employ strategies and skills to evaluate and determine real and potential consequences of national, state, and local policies affecting community colleges
- Advocate effectively for policy changes at the local, state, and federal level
In past projects, students have had the opportunity to
- Compare and contrast seminal leadership theories and analyze leadership approaches and behaviors
- Develop, implement, and evaluate a plan to address major changes needed at a community college
- Conduct original research and use applied research studies to solve community college issues
- Develop, balance, and monitor a community college budget
- Assess student learning outcomes, create and implement program evaluations and reviews, and meet expectations of regional accrediting commissions
- Compare state systems of community college governance, analyze Board of Trustees governance style, and lobby effectively for community college positions at the state and federal level
All courses must be taken in the order listed. You must complete each course with a grade of B or better to advance to the next course. The grade of C is not available for these courses.

Through the Doctor of Management in Community College Policy and Administration, you'll learn how to conduct and use evidence-based research to make data-informed decisions for management challenges in higher education. Your dissertation will include a systematic review of a complex issue or problem in the community college environment. Most students choose to apply the results of their dissertation research to their home institutions.

Admission to the program is competitive and is based on a combination of all requirements. Meeting the eligibility requirements does not guarantee admission.
You must submit the following materials:
- Official transcript indicating successful completion of a master's degree or higher from a regionally accredited university
- Completed application for admission
- An up-to-date resume
- A personal statement
- Two letters of reference, one professional and one academic
In your personal statement, you must
- Explain how your professional managerial, supervisory, and leadership experience and academic background make you an ideal candidate for doctoral study (one page)
Describe your specific area of management interest, and explain how conducting research in this management area will help you fulfill your career objectives (one page)
- Select four articles that are peer-reviewed and academic research-based from scholarly, peer-reviewed journals. Explain each article's theoretical and methodological relevance to your chosen area of management research, describing why and how the research in each article selection pertains to your area of research interest in the management field, and indicating the strengths and weaknesses of each article's research (One page per article—each article review must be submitted on a new, separate page. Each page must include the title of the article that is reviewed.)
- Describe your future career goals upon completion of this program (one page)
Include a reference list using American Psychological Association style. The reference list must show the name of the author, article title, journal, and volume in the correct APA format. (one page)
- Include in-text citations throughout your personal statement, where applicable

You will be required to attend one on-site residency each term on UMUC's campus in Adelphi, Maryland. These mandatory residencies are normally scheduled on Fridays and Saturdays and consist of two days of eight-hour, face-to-face classroom instruction. This time can include instructor-led lectures, guest lectures, cohort discussions, and presentations of class assignments. Residencies provide an excellent forum for discussion, peer support, networking, and deepened scholarship. The intensive, concentrated format leads to enhanced collegial bonds between students.
Residencies are held at the College Park Inn and Conference Center, 3501 University Boulevard East, Adelphi, MD 20783.
UMUC is pleased to offer a 25 percent doctoral tuition discount to full-time employees and staff members of American Association of Community Colleges member institutions. The discount is only available to students who are enrolled in UMUC's Doctor of Management programs and have not been awarded a UMUC scholarship. The discount does not apply to the Doctor of Management or Doctor of Management in Community College Policy and Administration prerequisite and post-doctorate courses: DMGT 600, DMGT 860, and DMGT 899, but does apply to all 6-credit content and 4-credit dissertation courses.
To verify your employment, you must submit your most recent paystub from an eligible AACC institution for each semester you are enrolled within 10 days of the start of the semester.
