In some cases, universities may legitimately deny accommodation requests from qualified students with disabilities.
An institution need not grant a request for accommodation if, after reviewing the request and the student's disability documentation, it believes the accommodation would fundamentally alter a program or present an undue economic or administrative burden. However, a sustained and well-documented attempt must be made to provide alternative accommodations and respond to the student's needs as much as possible. As the institution bears the burden of proof that a denied request was not reasonable, the decision to deny should be very carefully considered and should always be supported with evidence of ongoing attempts to meet the request by other means.
