Federal legislation includes specific definitions of a person with a disability.
Section 504 of the 1973 Rehabilitation Act defines an individual with a disability as:
- a person who has a physical or mental impairment which substantially limits one or more major life activities such as walking, talking, seeing, hearing, speaking, breathing, working, and learning; or
