General Information 

Professor and Director of Criminal Justice, Investigative Forensics, and Legal Studies, University of Maryland University College. Responsible for all aspects of managing a major program at a global university with 100,000 students world-wide. Responsible for faculty recruitment and development, curriculum development, teaching and day-to-day management of the program.

Association Experience 

Director of Professional Development for the American Correctional Association (ACA). Founded in 1870, ACA is the oldest and largest correctional organization in the world. Current membership consists of 20,000 corrections professionals in the United States, Canada, and other nations around the world. ACA has 78 state chapters and affiliated organizations with members from all areas of the correctional spectrum as well as representatives from the general public. Specific responsibilities include management of the Certified Corrections Professional Program, the Online Corrections Academy, National Workshops, grants,  and educational programs at the national annual Congress of Corrections and the national Winter Conference, as well as other types of continuing education.

Corrections Experience 

Commissioner of the Maryland Division of Correction from 1999 to 2003. The Maryland Division of Correction (DOC) is the largest criminal justice agency in Maryland. The DOC is comprised of 27 institutions, employs nearly 8,000 personnel, incarcerates 24,000 inmates and has a 600 million dollar budget. Responsible for all aspects of managing a large criminal justice agency. Responsibilities include: prison management, human resource management, fiscal management, public information, legislative affairs, internal affairs, emergency planning,  strategic planning, professional development, and the inmate disciplinary process. Also supervise State Use Industries, a 42 million dollar prison industry operation. Previously served as the Deputy Commissioner and Assistant Commissioner from 1994 to 1998.

Military Police Experience

Twenty-two years of progressive criminal justice leadership experience from second lieutenant to lieutenant colonel in the United States Army Military Police Corps from 1972 to 1994. Successive leadership positions in police operations, investigations, corrections, customs, physical security and prisoner of war operations. Commanded military police units at the platoon, company and battalion levels. Served as Secretary of the Military Police Academy, six years experience as Chief of Police and served on the Joint Staff.

Professional, Community, and Volunteer Activities

Extensive past and present involvement in professional, community and volunteer activities. Teaching/Training Experience

Extensive teaching and training experience to include planning, developing, organizing and managing training programs. Four years of training/administration experience at the U.S. Army Military Police Academy; 18 years classroom teaching experience at the University of Maryland University College (UMUC) with the position of Professor of Criminal Justice; EXCEL Instructor and peer evaluator; Adjunct Professor, Graduate Division of Criminology, Criminal Justice and Social Policy, University of Baltimore; volunteer instructor in the Presidential Classroom, Washington, D.C.; and, lecturer, National Interagency Counter-Drug Institute. Additionally, Dr. Sondervan has lectured in Germany, South Korea, Turkey, Bosnia, Bulgaria and China.

Nomination Essay

The role of the Faculty Advisory Council is to participate and collaborate in the governance structure of UMUC.  It should provide informed opinions and advise to the UMUC leadership and serve to enhance effective communication between the faculty and the administration. Participation should begin with input into the university's core values and mission, vision, and strategy statements and be actively involved in the implementation process.

My platform is simply to participate in the sustained academic quality, growth, fiscal health, and reputation of the university. My interest in UMUC is both personal and professional. It began in 1975 when my wife became a UMUC student in Heidelberg Germany while I was serving in the Army. UMUC was there when she needed an education and it helped her begin a very successful career in the Federal Government. As career military police officer and later as a state corrections commissioner, I watched as UMUC helped countless people achieve an education, better their lives, and make positive contributions to the criminal justice community. My daughter is currently enrolled in the UMUC online MBA program, without the availability of on-line instruction she would not be able to attend. As an adjunct faculty member since 1989 I have come to know and appreciate our students and I feel an obligation to them. My interest is to perpetuate and enhance what UMUC has contributed to its students since 1947.

The issue I consider most important is faculty/administration communication. UMUC needs to hear the opinions and recommendations of the faculty to make informed decisions and the faculty need to understand the political, fiscal, and social challenges of the university. Good communication and understanding will lead to a healthier environment.
