Frequently Asked Questions About the OPM-UMUC Education Alliance for Training Officers

What is my role in the OPM-UMUC alliance?

Each training officer should determine how to use the alliance to best serve the needs of his or her agency. For example, if a number of employees express interest in UMUC and inquire about the tuition discount or admissions policies of UMUC, it is important for training officers to be able to assist these employees. Additionally, if training officers want to promote the benefits of this alliance or incorporate UMUC programs into their career paths, UMUC will provide them with the tools and assistance necessary to do this

Does my agency need to sign a separate contract with UMUC for my employees to receive the tuition discount?

No. UMUC has signed a Memorandum of Understanding (MOU) establishing an education alliance with OPM. This MOU provides all Federal government employees, their spouses, and their dependents with a waiver of the application fee for new applicants and a 25% discount on out-of-state tuition for most programs.

How do I share information about the alliance with my employees?

UMUC has created a toolkit of resources you can use to inform your employees. They include sample e-mails and flyers, as well as UMUC logos that you can incorporate into your materials. UMUC has set up a web page for the alliance at, and UMUC will establish a single point of contact for your employees.

UMUC would be glad to work with you to schedule webinars for your employees. These hour-long sessions, which include a question and answer period, are an easy way for employees to learn more about UMUC, the alliance benefits, and how to get started at UMUC.

Will UMUC provide a landing page specifically for my agency?

If you believe that your employees would benefit from a landing page specifically for your agency (i.e., you have internal training that has been reviewed for academic credit, you have specific tuition reimbursement criteria, you are offering a customized program with UMUC, etc.), UMUC will be happy to build a page that links from the alliance web page.

If I host an event at my location, will UMUC attend?

UMUC will be happy to attend events (e.g., education fairs, benefits fairs, brown bag lunches, etc.) held in the D.C. metro area. If your event is held outside the D.C. metro area, we will determine whether we have available UMUC staff in that area.

How should I explain the tuition discount to my employees?

The tuition discount applies to out-of-state tuition only. Maryland residents already receive the in-state tuition rate, which is even lower than the discounted out-of-state rate. According to University System of Maryland policy, UMUC cannot provide a discount for the in-state rate.

Employees living in Maryland may be disheartened to learn that there is no discount on in-state tuition, but you can emphasize that the in-state and military rates are UMUC’s lowest tuition rates, well below even the discounted out-of-state rate, so these students are actually saving a lot of money.

The discount does not apply to all programs. It does apply to all undergraduate programs. It also applies to most graduate programs. The exceptions are the MBA, Cybersecurity, Digital Forensics and Cyber Investigations, Data Analytics, Executive, and Doctoral programs.

Are contractors (non-government employees) eligible for the discount?

No, unless they are the spouses/dependents of Federal government employees. Only Federal government employees, spouses, and dependents are eligible for the discount.

I have specific skills gaps and/or topics that I would like to address in my workforce. Can UMUC help me do this?

Yes. UMUC can help you address skills gaps within your workforce. We can help you identify the right UMUC program or certificate at the undergraduate or graduate level aligned to your organization's competencies and career paths. We can even customize each course with case studies, projects, and discussion topics designed specifically for your agency.

Can my employees take a class together? Can you teach courses at our location?

Yes. If you have at least 25 students for a course, UMUC can offer it to your employees online in a closed cohort. This means that only your employees would be enrolled in that particular section.

If this is a course that UMUC regularly offers in a hybrid format, we can also teach the closed cohort section at your location.

How do I know if my employees are taking advantage of the education alliance and its benefits?

If you request an enrollment report, UMUC will provide a report specific to your agency following each semester (spring, summer, and fall). The report will include the total amount spent by your employees at UMUC, the total discount received, the number of employees enrolled, the number completing courses and programs, the top programs employees are pursuing, and the monthly traffic on the landing page.

Can my employees earn academic credit for internal training they have completed?

Employees can earn credit for internal training courses that have been evaluated by either (1) the American Council on Education (ACE), if the courses are listed in The National Guide to Educational Credit for Training Programs, or (2) the State University of New York National College Recommendation Service (National CCRS), if listed in its College Credit Recommendations.

Additionally, UMUC has developed a partnership with the Council for Adult and Experiential Learning (CAEL) to review corporate training programs for course equivalency at UMUC. Please contact us if you would be interested in having your training reviewed for credit.

* On out-of-state tuition for most programs. The tuition discount will not be applied to the following graduate programs and related courses: Master of Business Administration, Master of Science in Data Analytics, Master of Science in Digital Forensics and Cyber Investigation, Master of Science in Cybersecurity Management and Policy, Master of Science in Cybersecurity Technology, graduate certificates in Cybersecurity Management and Policy, Cybersecurity Technology, Foundations in Business Analytics, and Information Assurance, and all doctoral programs and specializations. The tuition for students who meet the criteria for Maryland residency will be the applicable in-state rate. Tuition for active-duty military, members of the Selected Reserves, National Guard, and the Commissioned Corps of the U.S. Public Health Service and National Oceanic and Atmospheric Administration, and the spouses and dependents of these student groups will be the applicable military rate.
