The University
of Maryland University College began
developing a systemic process to assess
student learning across the university
curriculum in 2001. A first draft of
an institutional plan was developed and
distributed in May 2002. Following revision
of the draft, a final version of an institutional
plan was approved in December 2003. The
approved plan was developed by the Office
of the Provost under the guidance of
the Research Steering Committee. The plan is revised annually each December.
The Institutional
Plan for the Assessment of Student Learning
Outcomes establishes
an overarching framework for all student
learning assessment activities. The framework
describes key units within the university
with responsibility for the assessment
of student learning outcomes, assigns
the core learning areas of the School
of Undergraduate Studies and the Graduate
School of Management and Technology,
and details the timeline for implementation
of the learning assessment plan. The
Office of Outcomes Assessment is charged
with ensuring implementation of the Institutional
Plan for the Assessment of Student Learning
Outcomes.
In addition to the Institutional
Plan for the Assessment of Student Learning Outcomes, the UMUC School of Undergraduate Studies and the UMUC Graduate School of Management and Technology adhere to school-level plans that address the knowledge, skills, and dispositions expected of graduates from the respective schools/programs. The school-level plans describe the unique approach to student learning assessment based upon the individual school missions and academic programs.
The institutional-level plan and school-level
plans are evolving documents under continuous
review and improvement. Data collected
on the core learning areas and feedback
on the ongoing process of assessing student
learning are reviewed and incorporated
into revisions of all planning documents.
The desired outcome of all plans is that
UMUC creates a visible culture of learning
assessment throughout the institution.
