Contingent II Employment

1. What is a Contingent II Employee?

A Contingent II employee is employed for a term of up to twelve months. Contingent II contracts may be renewed on an annual basis. Subsidies for health and retirement benefits are provided in lieu of the regular benefits of the State.

2. Does the University have a group health plan?

Employees may use the Health subsidy to enroll in a variety of health plans. Employees may also elect separate, free-standing group insurance plans. Choices include: Dental (2 options), Prescription Drug, Accidental Death and Dismemberment, Life Insurance (2 options), and Long Term Disability. The employee is responsible for the full cost of the coverages selected; there is no employer-paid subsidy. You must enroll within 60 days of employment or wait until the Open Enrollment Period for the following year.

3. Is there a University retirement plan?

Contingent II employees receive a retirement subsidy equal to 7.25% of the base salary. Contingent II employees are eligible to contribute monies on a tax deferred basis to a Supplemental Retirement Annuity (SRA). The companies that administer the plans are: ING, MSRP, TIAA-CREF, and Valic.

4. As a Contingent II employee how is my pay calculated?

As a Contingent II employee you will receive a base pay, a health subsidy, and a retirement subsidy

5. When and how much will I be paid?

You will be paid bi-weekly. To determine your bi-weekly gross amount, multiply your annual salary by 14 and divide that number by 365. NOTE:. Dividing your annual salary by 26 will not give you the correct bi-weekly gross amount.

Example: ($35,075 x 14)/365 = $1,345.34

6. Do I earn vacation and sick leave?

Yes. As a Contingent II employee you do earn leave. See the chart below:

Unused personal leave is forfeited at the end of the calendar year. Days may be taken to the extent earned with the advance approval of your supervisor. You may carry over 50 unused annual leave days' from on calendar year to the next if your contract is renewed. Unused sick leave may be accumulated and carried over from one year to the next if your contract is renewed. Upon separation any unused annual leave will be paid out.

7. Does the University have a Tuition Remission Program?

The University System of Maryland offers a tuition waiver program which allows University Contingent II employees to take up to two courses equaling no more than 8 credits per semester at UMUC and other select System universities free of tuition charges. Eligibility is dependent on meeting admission criteria and any enrollment caps at UMUC. To be eligible for the Tuition Remission Program you must be working a minimum of 50% or more. Before applying to another USM Institution you must ensure they accept tuition remission for Contingent II employees working at UMUC.

8. When are contracts renewed?

Contracts are renewed on an annual basis and is by the execution of a new contract. No other form of renewal, express or implied, is acceptable. Renewal is not guaranteed and the fact that a contract is renewed for any number of subsequent periods is not to be construed as a guarantee of any right to renew by the employee.

During the term of the contract either party may terminate the agreement, without cause, by giving two weeks written notification of the intent to terminate. The term of the contract will not exceed one year.

NOTE: For part-time employees, (at least 50%) leave holiday and tuition remission benefits are pro-rated.
