Policy 210.00 - Undergraduate Admission Policy

SUBJECT: Undergraduate Admission Policy
- In accordance with University System of Maryland Policy III-4.00 – Policy on Undergraduate Admissions, this Policy sets out the requirements for admission to University of Maryland University College (UMUC) for undergraduate study in all UMUC divisions.
- As UMUC is committed to serving non-traditional students, the admissions requirements reflect that UMUC is an open university.
- This Policy applies to all applicants and admitted students at any UMUC division for study towards a Bachelor's Degree.
- Information about the completion requirements for a bachelor's degree may be found in UMUC Policy 170.41-Degree Completion Requirements for a Bachelor's Degree.
- As to admissions for study towards an associate's degree, all UMUC divisions admit applicants who are on active military duty and UMUC's Europe and Asian divisions may admit applicants who are eligible for admission under UMUC's agreements with the Department of Defense. Questions about eligibility should be addressed to the director, Student Affairs, UMUC Europe or UMUC Asia.
- Students admitted to pursue the associate of arts degree in UMUC's overseas divisions will be permitted to complete the degree at UMUC Stateside. Information about the completion requirements for an associate's degree may be found in UMUC Policy 170.42-Degree Completion Requirements for an Associate's Degree.
- General Admission Requirements
- In accordance with this Policy, all applicants who have graduated from a U.S. regionally accredited or state approved high school or who have passed a high school equivalency examination, as indicating on the application, may be admitted to undergraduate study at UMUC.
- Admission is initially granted or conditioned based upon the information provided on the application by the applicant.
- UMUC will not admit an applicant who has graduated from a high school located in the United States which is not regionally accredited or state approved unless the applicant's record has been specifically reviewed and approved for admission by the Director of Admission.
- International Applicants Admission Requirements
- Applicants who have not graduated from a high school located in the United States or in one of the countries listed on the international undergraduate enrollment site must demonstrate English language proficiency to be eligible for admission by submitting one of the following:
- The Internet-based, or paper-based version of the Test of English as a Foreign Language (TOEFL);
- The International English Language Testing System (IELTS), including the academic writing and academic reading modules;
- A transcript indicating completion of a degree from a U.S. regionally accredited college or university; or
- A transcript indicating a grade of C or higher in an English composition course from a regionally-accredited U.S. college or university.
- Applicants must arrange to have official score reports sent directly from the testing agency to Undergraduate Admissions. The TOEFL score recovery code for UMUC is 5804 and test scores must be less than two years old. Information on acceptable scores may be found at the international undergraduate enrollment
- Concurrent High School Students Admission Requirements
- UMUC may admit students who are seniors at a U.S. regionally accredited or state approved high school and who are at least sixteen years of age to undergraduate study concurrently with high school enrollment, contingent on prior written permission from the appropriate officials at the local school system and prior verification of at least a 3.5 unweighted gradepoint average in high school academic subjects.
- Concurrent High School Students may enroll for no more than 7 credits at UMUC each term.
- Graduate Students Enrolled in Undergraduate Courses
- Students who have completed a bachelor's or higher degree from a U.S. regionally accredited institution may be admitted to UMUC for undergraduate study without providing the documentation required in Sections III.A. and IV.A. of this Policy if they provide proof of their postsecondary education degrees. Students may not pursue a graduate and undergraduate degree simultaneously; instead, they may hold only one classification each academic term. Students admitted as graduate students at UMUC may take undergraduate courses at the undergraduate rate of tuition, and may enroll in undergraduate and graduate courses concurrently; however, courses taken in undergraduate status cannot ordinarily be applied to a graduate degree program. Based upon articulation agreements between UMUC's Graduate School and School of Undergraduate Studies, specific courses taken in undergraduate status may apply to both undergraduate and graduate degree programs if student eligibility and grade requirements are met.
- Undergraduate students attending other University System of Maryland (USM) institutions may take undergraduate courses at UMUC contingent upon a letter of permission from their institution certifying good standing and eligibility to return to the institution. Transferability of academic work completed at UMUC is determined by the student's home institution.
- Verification of High School Graduation
- General Verification Requirements
- An admitted student must verify graduation from a U.S. regionally accredited or state approved high school located in the United States or the passing of a high school equivalency examination by the end of the second term of study at UMUC.
- Failure to submit verification of graduation from a U.S. regionally accredited or state approved high school by the second term of study will prevent the student from enrolling in additional courses at UMUC.
- International Student Verification Requirements
- Admitted applicants with international credentials must verify graduation from high school and that their studies are equivalent to graduation from a U.S. regionally accredited or state approved high school by the end of the second term of study at UMUC.
- Verification must be obtained by the student from a UMUC approved international credential agency.
- Failure to submit verification of graduation from high school and that their studies are equivalent to graduation from a U.S. regionally accredited or state approved high school by the second term of study will prevent the student from enrolling in additional courses at UMUC.
- Admitted Students with Transfer Credit Verification Requirements
- UMUC will waive verification of graduation from a U.S. regionally accredited or state approved high school or passing of a high school equivalency examination, if an applicant has completed at least 24 credit hours i) at a U.S. regionally accredited institution of higher education or ii) that is transferable college coursework as validated for the student by a UMUC-approved international credential agency.
- Verification must be submitted by the end of the second term of study or students will not be permitted to enroll in additional courses until the relevant documentation is supplied.
- Provisional Status Student
- An applicant otherwise eligible for admission will be admitted as a provisional status student if his/her admission application indicates that:
- he/she within the last two years attended an institution of higher education; and
- at that time, he/she had a cumulative grade point average of less than 2.0 (on a 4.0 scale) or he/she was academically dismissed from that institution.
- A student will no longer be in provisional status under Section V.A. when:
- his/her cumulative grade point average at UMUC is at least 2.0, and
- he/she has completed at least 7 credit hours at UMUC.
- Applicants Educated Outside of the United States
- An applicant otherwise eligible for admission will be admitted as a provisional status student if his/her admission application indicates that he/she has graduated from a high school located outside of the United States. Provisional students under Section V.B are not eligible for financial aid at UMUC.
- A student no longer will be in provisional status under Section V.B. when high school graduation is verified or the verification is waived.
- An applicant may be admitted as a provisional status student under both Section V.A and V.B. In that case a student no longer will be in provisional status when the conditions set out in both V.A. and V.B. are met.
- Applicants with Credit hours
- Provisional students may register for no more than 7 credit hours at UMUC each term.
- Applicants Subject to Discipline by Another Institution
- Applicants who have been expelled, dismissed, or suspended by any institution of higher education, including the institutions in the University System of Maryland, must disclose this information on the UMUC admission application. In addition, as a condition of admission, such applicants must submit the following to the Director of Admissions for UMUC Stateside or the Director of Student Affairs for UMUC Asia or UMUC Europe:
- Information from the disciplining institution indicating the reason for the expulsion, discipline, or suspension; and
- A written explanation regarding the expulsion, dismissal, or suspension by the institution of higher education.
- Upon receipt of this information, UMUC will consider the application and determine the admissibility of the applicant.
- UMUC will not admit applicants who are not admissible to a University System of Maryland (USM) institution pursuant to the USM Board of Regents Policies, including as example: in accordance with USM Policy III-1.00, students expelled, dismissed or suspended for reasons of academic dishonesty by any institution in the University System of Maryland.
