  1. Purpose
    This Application Fee Waiver Policy outlines when UMUC applicants are required to pay an Application Fee (as defined below) and stipulate under what circumstances an applicant will qualify for an exception to this Policy.  This Policy applies to all UMUC applicants.
  2. Definitions
    1. "Application Fee": A non-refundable, administrative fee, assessed at the submission of an application. 
    2. "Application Fee Waiver": An exception to the Application Fee Policy, where the applicant will not be charged an Application Fee because s/he attended certain pre-approved, UMUC sponsored events.
    3. "Letter of Permission": Students active at another USM school that would like to take classes not offered at the home institution with UMUC.
    4. "Inter-Institutional Registration" (IIR): Students attending another USM school that would like to take classes not offered at the home institution with UMUC.
    5. "Letter of Employment Verification": Employee requests a letter from HR verifying Employment with UMUC for an application fee waiver to apply
    6. "Dependent": The son or daughter, stepson or stepdaughter or legally adopted son or daughter of a UMUC Employee who:
      1. Is under the age of 26 prior to the deadline for registration for courses in the semester or term for which the Application Fee Waiver is granted; or
      2. Is over the age of 26 and is claimed as a dependent on the employee's federal income tax return for the year(s) the Application Fee Waiver is granted.
    7.  "Spouse": A person in a legally contracted marriage recognized by the State of Maryland to a UMUC employee, with the exception of an estranged spouse who maintains a separate domicile.
    8. "Division": Europe, Asia and/or Stateside locations of UMUC.
  3. Application Fees
    1. Application Fee Policies
      1. Once an application is submitted, the applicant is responsible for the Application Fee. 
      2. The Application Fee will not be refunded if the applicant chooses not to complete the admissions process, cancels the application, chooses not to enroll, or disagrees with the University's admission decision.
      3. Application Fee Amounts: For the most updated fee information, please visit http://www.umuc.edu/students/payments
        1. Stateside: $50 for graduate and undergraduate applicants, $100 for Doctoral applicants.
        2. Europe: $40 for graduate applicants, $30 for undergraduate applicants
        3. Asia:  $50 undergraduate applicants
    2. Exceptions to the Application Fee Policy
      1. Exceptions are granted at the time of admission for the following applicants:
        1. Re-admit:
          1. Applicants who have previously paid the Application Fee for The Undergraduate or Graduate Schools are entitled to an exception to the Application Fee Policy if applying again to the same school/degree level.
          2. Exceptions to the Application Fee Policy will not be granted for Re-Admits in the following circumstances:
            1. If an applicant has paid the Application Fee for The Undergraduate School and wishes to apply to The Graduate School, s/he must pay the Application Fee.
            2. If an applicant has paid the Application Fee for The Graduate School and wishes to apply to The Undergraduate School, s/he must pay the Application Fee.
        2. Divisional Re-admit:
          1. Applicants who have previously paid the Application Fee for The Undergraduate or Graduate School overseas or stateside who are now applying to the same school/degree level in another Division are entitled to an exception to the Application Fee Policy.
          2. Exceptions to the Application Fee Policy will not be granted for  divisional Re-admits in the following circumstances:
            1. If an applicant has paid the Application Fee for The Undergraduate School, in either Division, and wishes to apply to The Graduate School, in either Division, s/he must pay a new Application Fee.
            2. If an applicant has paid the Application Fee for The Graduate School, in either Division, and wishes to apply to The Undergraduate School, in either Division, s/he must pay a new Application Fee.
        3. Inter-Institutional Registration/Visiting University System of Maryland(USM):
          1. An applicant who is currently taking classes at another University System of Maryland (USM) institution (home institution) and wants to take classes at UMUC that will transfer back to their home institution is entitled to an exception to the Application Fee Policy.
          2. To qualify for the exception to the Application Fee Policy, the applicant must submit a Letter of Permission (LOP) from their home institution or an Inter-Institutional Form.
        4. UMUC Employee, Spouse or Dependent
          1. Any applicant who is a UMUC Employee, Spouse or Dependent as defined by this Policy is entitled to an exception to the Application Fee Policy.
          2. To qualify for the exception to the Application Fee Policy, the applicant must submit a Letter of Employment Verification from Human Resources.
        5. Alliance Partnerships
          1. Alliance Applicant:
            1. Applicants who are taking courses at a community college that has an alliance partnership program established with UMUC , and have not completed an Associate's degree, are entitled to an exception to the Application Fee Policy.  Applicants must indicate the following on his/her application for admission:
              1. S/he is currently enrolled and taking courses in an alliance partnership school; and
              2. S/he has not yet completed an Associate's degree.
            2. If an applicant has already completed an Associate's degree, but has demonstrated a need for additional credit from an alliance partnership school, his/her Application Fee Waiver will be reviewed on a case by case basis.
          2. Corporate agreements:
            1. Applicants that are currently active with an educational partnerships established by Corporate Learning Solutions (CLS) with corporations and businesses in the community are entitled to an exception to the Application Fee policy.
            2. To qualify for the exception to the Application Fee Policy, CLS will verify the student's employment and determine if the CLS agreement is eligible for an exception to the Application Fee.
        6. UMUC can also waive Application Fees at the beginning of a term for a specific Division.  If this is occurs, applicants will be notified that the Application Fee is being waived.
    3. Application Fee Waivers for Event Attendees
      1. Application Fee Waivers are offered to  applicants who would normally not be  exempted from the Application Fee, but attend a UMUC sponsored event that has been preapproved for an Application Fee Waiver by the Director of Admissions.  Applicants who attend the UMUC sponsored event will have two business days (48 hours) from the conclusion of the event to submit an application and still qualify for the Application Fee Waiver.
      2. Applicants who RSVP to an event, but are unable to attend will have two business days (48 hours) following the event to submit an application and still qualify for Application Fee Waiver.
      3. Departments who want to offer Application Fee Waivers at events must submit an Event Waiver Approval Form no later than 10 days prior to the event to the Director of Admissions.
      4. These events include:
        1. Events offered at UMUC locations;
        2. UMUC visits to conferences and other related events; and
        3. Virtual Events.

      6. The Rules of the Military Student Bill of Rights and Servicemembers Opportunities College (SOC) principles should be taken into consideration when providing military students information regarding an application fee waiver for event attendance. The language used to inform military students about the application fee waiver should not assert any pressure for the prospective student to apply or make an immediate decision.
  4. Appeals
    1. If an applicant was not granted an Application Fee Waiver and believes s/he is entitled to an Application Fee Waiver, s/he may submit, in writing, documentation that demonstrates s/he falls into one of the enumerated categories for Exceptions to the Application Fee as stated in this Policy (See Section IV (b)).  All documentation should be sent to the Admissions Department.
    2. These will be reviewed on a case by case basis by the Admissions Department and applicants will be notified as to the decision.
