SUBJECT: Library Circulation Policy

I. Introduction

The Information and Library Services (ILS) Staff Library collection at Adelphi, Maryland, is a special collection designed primarily for use by University of Maryland University College (UMUC) faculty and staff. The collection, which is comprised of books, select periodicals, DVDs, and videotapes, concentrates on higher education, distance education, technology, and instructional and adult/continuing education issues.

II. Circulation Policies

  1. Circulation Locations and Delivery

ILS circulates library materials to students, faculty and staff living within the State of Maryland from three locations:

  • ILS Staff Library in Adelphi, MD
  • Annapolis Center in Annapolis, MD
  • Waldorf Center for Higher Education in Waldorf, MD
  1. Distance Education Book Delivery

ILS provides access to UMUC and University System of Maryland and Affiliated Institutions’ (USMAI) materials to students, faculty, and staff living outside of Maryland, but within the continental United States, through the UMUC Distance Education Book Delivery Service. This service delivers materials directly to a home or place of work. UMUC Europe and UMUC Asia faculty can also request books via the Distance Delivery Service through their respective librarian in Heidelberg or Yokota.   1. Eligible Borrowers

The following patrons are eligible to borrow materials from the ILS Staff Library:

  • Current UMUC students, faculty, and staff who reside in the continental United States
  • UMUC alumni
  • Current USMAI student, faculty and staff.

  1. Non-circulating Materials

The following materials do not circulate:

  • Reference collection items
  • Periodicals
  • Videotapes (Circulation to UMUC faculty is allowed)
  • CD-ROMs and DVDs (if part of a package set with a book, it may circulate)
  1. Holds/Requests

Requests (also known as holds) by UMUC borrowers may be placed on any item in the USMAI library catalog that is available to circulate. Any of the USMAI libraries may be used as a pickup location or, if eligible (see II. above), a patron may use the UMUC Distance Education Book Delivery Service to have the material(s) shipped to his or her home. Patrons living within MD may not use the UMUC Distance Education Book Delivery Service. Note: Unless a different location has been chosen, the pickup location for UMUC students, faculty, and staff will default to the ILS Staff Library in Adelphi, MD.

  1. Renewing Items

ILS and USMAI materials may be renewed twice. Overdue materials may be renewed as long as a request (hold) or recall (see items F and H) has not been placed by another patron. Any USMAI and ILS book may be renewed as long as the book has not: 1) been recalled (requested by another patron), 2) been declared lost, or 3) reached its renewal limit.

  1. Recalls

UMUC and USMAI materials are subject to recall if another patron is waiting for the item. The original patron will have 14 days from the date of notice to return recalled items regardless of the original due date. Recalled items cannot be renewed. Failing to return a recalled item after the 14 day period will eventually result in the item being declared lost. Some or all ILS privileges may be revoked at this time. Lost book charges may also be incurred, as well as late fees, depending on the institution from which the material was lent.

  1. Returns

UMUC materials borrowed from any USMAI library may be returned to the same or any other USMAI library. All materials should be returned on time to avoid incurring fines from lending institutions.

  1. Fines

ILS cannot regulate fines imposed by the USMAI or other libraries. No daily late fines are charged for UMUC materials. If a book or videotape is not returned or renewed once the due date has passed, the item will be declared lost and the patron will be billed a $60.00, non-refundable replacement fee. All patrons with circulating privileges at UMUC are subject to these charges. Some or all library privileges may be revoked if the item is not returned and the lost book charge is not paid.
