Rachel E. Zelkind


Rachel E. Zelkind is vice president and general counsel for University of Maryland University College (UMUC).

Ms. Zelkind has been with the university since September 1999. She has fourteen years of experience in higher education and public sector law. Prior to joining UMUC, Zelkind, as an assistant attorney general, represented the University System of Maryland and each of its institutions in business, real estate and finance matters. Ms. Zelkind particularly focused upon the legal aspect of public/private initiatives and of expanding university entrepreneurial activities, a background that made her uniquely qualified to represent UMUC.

Ms. Zelkind earned her bachelor’s degree from New York University, and her master’s degree in urban planning and policy at the University of California, Berkeley. More than 16 years after the award of her master’s degree, Ms. Zelkind attended Rutgers University School of Law, earning her degree in 1982.
