Minority Business Enterprise

A recent State of Maryland law increased the Minority Business Enterprise (MBE) participation goal to 25% of each agency’s total dollar value of procurement contracts. To reach that 25% overall goal, agencies must target spending 7% of their total procurement dollars with African American-owned businesses and 10% of their total procurement dollars with women-owned businesses. Only businesses certified as MBEs by the Maryland Department of Transportation may be counted toward the goal. The USM Board of Regents has committed USM to achieving the 25% MBE goal.

UMUC Procurement is also committed to increasing the portion of our procurement funds going to State Certified MBEs. The Procurement staff will:

  • Direct procurements under $5,000 to MBEs wherever feasible.
  • Invite MBEs to bid on all competitive procurements.
  • For procurements, including sole sources, over $200,000, UMUC’s MBE Procurement Review Committee will set MBE subcontracting goals.
