How to Apply
Here, you can learn more about how to apply for your veterans education benefits.
If You Are Applying for Benefits for the First Time
Chapter 30
- If you are applying for benefits for the first time, you must complete DVA form 22-1990, Application for Educational Benefits, and a UMUC Veterans Certification form.
- If you are a veteran, you must submit a photocopy of your DD214(s).
- If you are on active duty, your education officer must sign item #20A of DVA form 22-1990.
- If your eligibility for Chapter 30 is based on your election to disenroll from Chapter 32 and enroll in chapter 30, submit DD form 2366.
Tuition Assistance Top-up
- If you have not previously applied for your Montgomery GI Bill benefits, you should complete DVA form 22-1990.
- Your education officer must sign item #20A of the form.
- Indicate "Top-up" on the application form in item #1A under the Montgomery GI Bill Active duty Educational Assistance Program block.
- Attach your completed and signed tuition assistance form to the 22-1990.
- Send the 22-1990 and the tuition assistance form to the Buffalo Regional Office of the Department of Veterans Affairs at the following address:

Chapter 31
- If you are applying for Chapter 31 benefits for the first time, your DVA rehabilitation counselor must provide you with DVA form 22-1905, Authorization and Certification of Entrance or Reentrance into Rehabilitation and Certification of Status.
- You must complete a UMUC Veterans Certification form.
- You will receive vouchers to pay your tuition and purchase books and supplies.
Chapter 32
- If you are applying for Chapter 32 benefits for the first time, you must complete DVA form 22-1990, Application for Educational Benefits, and a UMUC Veterans Certification form.
- If you are a veteran, you must submit a photocopy of your DD214(s).
- If you are on active duty, your commanding and education officers must sign item #21 of DVA form 22-1990.
Chapter 33
- Instructions on applying for the Post-9/11 GI Bill, Chapter 33, will be available on this page soon. In the meantime, please visit the GI Bill Web site for the most current information.
Chapter 35
- If you are applying for Chapter 35 benefits for the first time, you must complete DVA form 22-5490, Application for Survivors and Dependents Educational Assistance, and a UMUC Veterans Certification form.
Sections 901 and 903
- If you are applying for Section 901 or Section 903 benefits for the first time, you must complete DVA form 22-8889 (Section 901) or DVA form 22-1990, Application of Educational Benefits (section 903), and a UMUC Veterans Certification form.
- You must submit a photocopy of your DD214(s).
Chapter 1606
- If you are applying for Chapter 1606 benefits for the first time, you must complete DVA form 22-1990, Application of Educational Benefits, and a UMUC Veterans Certification form.
- You must submit the original copy of DD form 2384, Notice of Basic Eligibility (available through your reserve unit).
If You Have Previously Used Benefits at UMUC
Chapter 30
- If you have used your Chapter 30 benefits at UMUC within the past six months, you must complete a UMUC Veterans Certification form.
- If more than six months have passed since you last used benefits, or you have changed your degree program (undergraduate to graduate degree), you must complete DVA form 22-1995, Request for Change of Program or Place or Training, and a UMUC Veterans Certification form.
- If you are on active duty, your education officer must sign item #17A of DVA form 22-1995.
- If your status has changed from active-duty to veteran since you last used benefits, you must complete DVA form 22-1990, Application for Educational Benefits, and a UMUC Veterans Certification form.
- If your eligibility for Chapter 30 is based on your election to disenroll in Chapter 32 and enroll in Chapter 30, submit DD form 2366.
Tuition Assistance Top-up
If you have used your Tuition Assistance Top-up for classes at UMUC, you simply submit your completed and signed tuition assistance form for your UMUC courses to the following address:

These claims are handled differently from claims for Montgomery GI Bill benefits without tuition assistance. You will not need to check with UMUC for additional paperwork.
Chapter 31
- If you have used your Chapter 31 benefits at UMUC in the past, your vocational rehabilitation case manager must issue DVA form 28-1905, Authorization and Certification of Entrance or Reentrance into Rehabilitation and Certification of Status, each semester.
- You must complete a UMUC Veterans Certification form.
- You will receive vouchers to pay your tuition and purchase books and supplies.
Chapter 32
- If you have used your Chapter 32 benefits at UMUC within the past six months, you must complete a UMUC Veterans Certification form.
- If more than six months have passed since you last used benefits at UMUC, you must complete DVA form 22-1995, Request for Change of Program or Place of Training, and a UMUC Veterans Certification form.
- If you are on active duty, your education officer must sign item #17A of DVA form 22-1995.
- If your status has changed from active duty to veteran since you last used benefits at UMUC, you must complete DVA form 22-1990, Application for Educational Benefits, a UMUC Veterans Certification form, and submit a copy of your DD214(s).
Chapter 35
- If you used Chapter 35 benefits within the past six months at UMUC, you must complete a UMUC Veterans Certification form.
- If more than six months have passed since you last used benefits you must complete DVA form 22-5495, Request for Change of Program or Place of Training, and a UMUC Veterans Certification form.
Sections 901 and 903
- If you have used your Section 901 or Section 903 benefits at UMUC within the past six months, you must complete a UMUC Veterans Certification form.
- If more than six months have passed since you last used benefits at UMUC, you must complete DVA form 22-1995, Request for Change of Program or Place of Training, and a UMUC Veterans Certification form.
Chapter 1606
- If you have used Chapter 1606 benefits within the past six months at UMUC, you must complete a UMUC Veterans Certification form.
- If more than six months have passed since you last used benefits, you must complete DVA form 22-1995, Request Change of Program or Place of Training, and a UMUC Veterans Certification form.
If You Have Used Benefits at an Institution Other than UMUC
Chapter 30
- If you have used your Chapter 30 benefits at another school and your status has not changed, you must complete DVA form 22-1995, Request for Change of Program or Place of Training, and
- a UMUC Veterans Certification form.
- If you are a veteran, you must submit a copy of your DD214.
- If you are on active duty, your education officer must sign item #17a of DVA form 22-1995.
- If you used benefits at another school and your status has changed from active duty to veteran, you must complete DVA form 22-1990 , Application for Educational Benefits, and a UMUC Veterans Certification form and submit a copy of your DD214.
- If your eligibility for Chapter 30 is based on your election to disenroll from Chapter 32 and enroll in Chapter 30, submit DD form 2366.
Tuition Assistance Top-up
If you have used your Tuition Assistance Top-up for classes at another institution, you simply submit your completed and signed tuition assistance form for your UMUC courses to the following address:

- If you used benefits at another school and your status has changed from active duty to veteran, you must complete DVA form 22-1990, Application for Educational Benefits, a UMUC Veterans Certification form, and submit a copy of your DD214(s).
