Since 1949, University of Maryland University College (UMUC), in cooperation with the Department of Defense, has been offering credit courses for members of U.S. military communities abroad.

Currently UMUC conducts academic programs on military installations in two major geographic areas overseas:

  • Europe: Afghanistan, Azores, Bahrain, Belgium, Bosnia-Herzegovina, Egypt, Germany, Greece, Iceland, Italy, Kuwait, the Netherlands, Portugal, Qatar, Serbia & Montenegro, Spain, Turkey, the United Kingdom and Uzbekistan.*

  • Asia: Australia, Central Japan, Guam, Marshall Islands, Okinawa, Singapore, South Korea and Thailand.*

*Adjunct part-time faculty might teach at any of these locations. Within the European Division, most full-time collegiate faculty are assigned to Germany; within the Asian Division, most are assigned to Japan (including Okinawa) and South Korea.

 

Academic Programs

The majority of courses taught overseas are undergraduate, although master's degrees in public administration (MPA), management information systems (MIS), counseling psychology (MA) and guidance and counseling (MEd) are offered in the European Division. The master's programs in counseling are also offered on Okinawa, Japan.

 

Adjunct, Part-time Faculty Positions

Persons who already reside in either Europe or Asia and are seeking part-time adjunct positions should submit the Application to Teach for UMUC–Asia (pdf) or the Application to Teach for UMUC–Europe (pdf) to the appropriate office as listed on the application.

Full-time Collegiate Faculty Positions

  • General Description: A small number of full-time collegiate positions in the European and Asian Divisions are available each year for faculty from the United States. These positions have several rather special requirements. The successful candidate will be teaching primarily undergraduate courses on U.S. military bases abroad. Collegiate faculty’s main commitment is to teach on-site courses, although they may on occasion also be asked to teach online. Collegiate residential faculty teach in one geographic area. Collegiate traveling faculty must be free to relocate every two or four months from military base to military base, sometimes on short notice. Geographic assignments evolve during the course of the academic year, based on program needs and can therefore not be identified from the outset of the appointment. Most new hires are as collegiate traveling faculty.

  • Academic Disciplines: Ten- or 12-month renewable appointments are available for faculty members, usually in the following disciplines: accounting, astronomy, business and management, computer studies, counseling, economics, English and communication studies, government, history, life sciences, mathematics, natural sciences, psychology, sociology and speech. These positions are not offered in the fields of education, foreign languages or law-related subjects.

  • Academic Requirements: The doctorate and substantial university-level teaching experience are the usual minimum requirements. Broad academic expertise is essential. Evidence of teaching excellence is important. Applicants who have extensive work beyond the master's degree or those with two master's degrees will also be considered in some disciplines.

Logistical Information For Collegiate Faculty

  • Academic Calendar and Faculty Assignments
    • The academic year in UMUC-Europe and UMUC-Asia is subdivided into five eight-week sessions. In fall and spring, there are two eight-week sessions; in summer, there is one.
    • Collegiate traveling faculty are required to move from one area to another within their assigned geographic area (UMUC-Europe or UMUC-Asia) every session or every other session. 
  • Eligibility for Employment and Logistical Support
    • Under the terms of UMUC's agreement with the military, only U.S. citizens are eligible for collegiate faculty appointments.
    • All prospective staff members must submit paperwork for a government security clearance before their contracts are valid. UMUC also requires a medical examination for collegiate faculty.
  • Housing Overseas
    • Housing is not provided. Overseas faculty must locate and pay for their own housing. Location of housing is mostly accomplished through informal networking with other faculty.
  • School Availability
    • UMUC faculty members are eligible to send their children to the DOD schools on military bases where they are teaching. They are however required to pay full tuition, currently $10,000-12,000 per child per year. There are no added stipends to cover such costs.
  • Transportation
    • For faculty traveling to Asia, government transportation may originate at their homes in the United States. At the end of overseas service, they are returned to the point of origin.
    • For those appointed to teach in Europe, round-trip overseas transportation is provided from an East Coast point of departure; European Division appointees must pay for transportation to and from the East Coast departure point.
  • Salary:
    • Because the majority of courses offered are freshman and sophomore level, overseas salaries are generally comparable to those of faculty members who primarily teach lower-division undergraduate courses at other institutions. Within that frame of reference, salaries reflect academic degrees, teaching experience and teaching versatility.

U.S. Military Benefits

  • Under the Status of Forces Agreement (SOFA), U.S. military as well as military contractors such as UMUC-Europe and UMUC-Asia must have a SOFA stamp or State Department Endorsement in their passports, which describes the bearer as a person who is entitled to entry into and exit from the respective countries where he or she will be teaching.

  • For contractors of the U.S. military, this SOFA stamp or the Endorsement is only available to U.S. citizens. The bearer of such a stamp does not need visas for most host countries and is not required to obtain work permits. However, the bearer is restricted to working solely within the overseas military environment.

  • The cost of living overseas is sometimes higher than in the United States; however, in most locations, faculty with logistical support have access to all services provided by the military such as post exchanges (department stores), commissaries (supermarkets), post offices, banking facilities, laundromats, officers' clubs and other facilities.

UMUC Benefits

  • Faculty members receive a variable currency devaluation allowance while teaching in such high cost areas as Germany and Japan to help compensate for any fluctuations unfavorable to the dollar.

  • Blue Cross/Blue Shield health insurance is available, as well as a TIAA/CREF retirement plan. Further insurances are available through State of Maryland group plans and through international companies.
