Procurements for UMUC are conducted by both UMUC's Procurement Office and Strategic Contracting Office. UMUC's Procurement Office is located in Room 4100 of the Administration Building. UMUC's Strategic Contracting Office is located in Room 2344 of the Administration Building. The overall purpose of this Request for Proposal ("RFP" or "Solicitation") is to provide information to vendors interested in preparing and submitting proposals to meet the requirements and specifications of the products described. This proposal is solicited for the purpose of selecting one or more vendors to provide a catalog of computer-based training/eLearning courses for professional development of employees (including affiliates), faculty (including affiliates), students, and alumni of the University System of Maryland (USM or University) and the Maryland Education Enterprise Consortium (MEEC), hereafter referred to as "USM/MEEC". The Maryland Education Enterprise Consortium (MEEC) is an unincorporated member organization that was initiated and is currently hosted by the University System of Maryland (USM). MEEC members consist of colleges and universities in Maryland, K-20 education partners in Maryland, and libraries, museums and other education related institutions. MEEC was created to provide quality information technology opportunities at affordable prices. The resulting contract will be a master contract ("Master Agreement" or "Master Contract") available for use by all eligible MEEC members (i.e., MEEC members in good standing) . The Master Contract will include the awarded vendor's entire catalog of computer-based training/eLearning courses, associated training materials, and associated pricing models along with general terms and conditions applicable to all eLearning purchases made under the Master Contract. Project DescriptionThe purpose of the IT Professional Services Consulting Initiative is to procure services on an 'as needed basis' to support the mission of the Office of the Chief Information Officer. For this initiative, University of Maryland University College ("UMUC" or "University") will require a full range of IT Professional Services Consulting to assist in the effort of developing, maintaining and optimizing existing and new IT systems. Multiple Master Contract awards are anticipated. Awards will be made by IT Professional Services Consulting categories. Proposers may be awarded a Master Contract in one or multiple categories. Proposers are to indicate for which IT Professional Services Consulting category(ies) they are submitting a Proposal. (See Transmittal Letter in Appendix A.) Services are to be provided as end to end or outcome based assignments/project based solutions in response to Task Order Request for Proposals (TORP) pursuant to an award of a Master Contract. At the completion of the evaluation by UMUC of TORP responses, the selected Master Contractor will be issued a Task Order Contract (TOC) and/or Purchaser Order (PO). The TORP may be presented as a detailed Statement of Work or as a business problem requiring respondents to prepare and submit a detailed proposal stating the respondents' intended action plan to result in a solution to the business problem presented. The procurement will consist of multiple phases, the first being the submission of a Letter of Intent followed by an Initial Technical Proposal and a High Level Demonstration of the offered products and services. UMUC has been actively monitoring, piloting, and implementing new processes to improve the integrity of our academic programs. Technical and non-technical approaches have been adopted to continually improve UMUC's ability to ensure integrity. Long before the 2008 Higher Education Opportunity Act (HEOA) required distance education institutions to have formal processes to validate student identity, UMUC has been consistently self-motivated to lead the way in the continuous pursuit of raising the quality of identity authentication. UMUC recognizes that significant improvements have been achieved within the suite of identity authentication technologies that UMUC first studied and piloted from 2008 - 2010. Correspondingly, an overall rapid advancement in internet infrastructure as well as personal computing have occurred to provide new opportunities to make further progress in identity authentication and academic integrity. UMUC seeks solutions that can seamlessly improve user identity proofing and authentication, support online exam proctoring, detect plagiarism, and ultimately deter fraudulent behavior. UMUC understands that no one solution can meet all of these needs and thus multiple solutions will be required.
