Dennis Blumer

Dennis BlumerDennis Blumer joined UMUC in 2010 and currently serves as senior advisor to the president. In that role, he provides strategic advice to the president and members of the executive committee, gathers and analyzes market data, and is tasked with developing and implementing a comprehensive strategic growth plan that will help UMUC reach goals while improving student graduation rates and employment outcomes.

Mr. Blumer comes to UMUC with more than 40 years of experience in higher education, having served 1968-71 as special assistant to the president in the University of Wisconsin System; 1971-95 as executive assistant to the president, University of Maryland, College Park; and 1995-2007 as vice president and general counsel, George Washington University. Most recently he has served as chair, higher education practice, for Arent Fox LLP, Attorneys at Law, and in a consulting role as senior advisor to the president at UMUC.

He serves or has served on a variety of boards and committees-including on the board of directors of the National Association of College and University Attorneys—and has presented papers and speeches on a variety of topics, including managing conflicts of interest, requirements of the Higher Education Opportunity Act of 2008, and managing crises on campus.

Mr. Blumer holds a BA in ancient history from Yale College and his JD from Yale Law School, specializing in public law.
