Academic Credit for Prior Learning and Military Experience

Scope and Purpose
In accordance with state law and regulations and University System of Maryland (USM) Board of Regents Policy III-1.41, Policy on Credit for Competency-Based Education and Prior Learning, approved on September 19, 2014, University of Maryland University College (UMUC) shall provide students with opportunities to earn credit hours toward the completion of an undergraduate degree for demonstrated competencies, prior learning, and military experience.
This policy does not apply to the process of evaluating transfer credits. Transfer credits are reviewed and evaluated in accordance with UMUC Policy 210.18, Transfer Credit Evaluation and Appeal Process.
External Assessment Methods
UMUC shall accept the following assessment methods from sources external to UMUC for the awarding of academic credit:
- College Level Examination Program (CLEP)
- Dantes Subject Standardized Test (DSST) Program
- Advanced Placement (AP) Program of the College Board
- International Baccalaureate (IB) Examinations
- Cambridge International Examinations
- Excelsior College Examinations (formerly ACT/PEP and Regents)
- Various professional examinations evaluated by the American Council on Education (ACE) or the National College Credit Recommendation Service (NCCRS)
- Examinations offered and transcripted by other regionally accredited colleges and universities.
Prior Learning Assessment at UMUC
UMUC provides two Prior Learning Assessment programs designed to translate experiential learning into college credit: Course Challenge and Portfolio Assessment.
UMUC Course Challenge. A UMUC course-challenge examination provides students who meet particular eligibility requirements with the opportunity to gain academic credit for competencies through a comprehensive examination rather than through formal classroom study. Learn more about course challenge.
Portfolio Assessment. Portfolio assessment provides a way for students to document college-level learning through previous experience, such as workplace training or military experience. Students are guided through the process in two classes:
- EXCL 301. During this 3 credit course, students create a portfolio describing and documenting their learning experiences. The portfolio is evaluated by faculty members who determine the amount of credit to be awarded.
- EXCL 001. Students who wish to target more courses after completing EXCL 301 may enroll in EXCL 001, a noncredit course offered online twice each semester. Students are given access.
Awarding of Credit Hours
UMUC will award credit for demonstration of competencies through the assessment methods described in Sections II and III of this policy, provided there is no duplication of other academic credit and the scores and assessments presented meet UMUC-approved standards in effect at the time of application.
The source of each credit shall be noted on the student’s permanent record.
Awarding of Credit Hours for Military Experience
UMUC shall award academic credit for a student’s military training, coursework, and education. UMUC is committed to maximizing the number of credits for military experience that students are eligible to earn toward their degrees.
The following groups of students may be eligible to receive academic credit for military experience:
- Members of the U.S. Armed Forces
- Members of the Reserve Components of the U.S. Armed Forces
- Members of the National Guard of any state or
- Veterans of any of the services listed above
UMUC will utilize the assessment methods listed in Sections II and III of this policy to evaluate whether credit may be awarded for military training, coursework, or education. UMUC shall provide students with a timely, formal notification of acceptance or denial of the credit for military experience.
Appeals Process for Credit Determinations
Students who wish to appeal a credit evaluation must notify UMUC, in writing, within 20 working days (four weeks) of receiving notification of the credit determination.
UMUC Adelphi undergraduate students shall submit their appeal to the Associate Vice President, Undergraduate Advising. UMUC Europe and UMUC Asia undergraduate students shall submit their appeal to the Director, Student Services.
The student’s appeal must include the name and number of this policy and a statement indicating why the credit(s) should be accepted.
The appropriate UMUC office will respond in writing within 10 working days (two weeks) of receiving the appeal.
