This means that both the 2016-17 and 2017-18 FAFSA's require the same tax information. In some cases, if discrepancies are present between the tax information in these two year the Department of Education may require universities to fully review both of these applications, regardless of how long ago they were originally completed. This is called a 399 c-flag or c-code. At the University of Maryland University College we may also refer to this as a prior-prior year discrepancy or PPY.
