Why is tuition charged at in-state or out-of-state rates when classes are offered online?

As a public university, University of Maryland University College receives financial support from the state, which helps to subsidize the cost of tuition for Maryland residents, including those who study online.

For University System of Maryland (USM) institutions, residency status is determined by whether students meet each of the Maryland residency requirements for at least 12 months or whether they are in a category that allows them to be classified as in-state, despite not meeting all of the residency requirements for at least 12 months (e.g., a University System of Maryland employee is classified as in-state).
